An economic zone in Vietnam offers something no industrial park can: a broader legal perimeter covering industry, services, urban development, ports and tourism together, with the most generous incentive package the country grants. For investors whose project spans more than manufacturing, it is frequently the right answer.

How an economic zone differs from an industrial park
Three distinctions matter. Scale – economic zones are measured in tens of thousands of hectares rather than hundreds, and typically include non-industrial land uses. Scope – a zone can host manufacturing, logistics, port operations, urban residential areas, services and tourism within one framework, whereas an industrial park is industrial by definition, as our industrial zone investment guide describes.
And incentive level – economic zone location generally attracts the strongest corporate income tax and land treatment available, because these zones are established in areas the state is deliberately developing.
What an economic zone suits
Four project types. Port and logistics developments needing deepwater access and a large hinterland. Integrated industrial-urban schemes where worker housing and services sit alongside production. Energy and heavy industry requiring very large sites with dedicated infrastructure. And tourism or mixed-use developments in coastal zones, where the zone framework accommodates uses an industrial park cannot.
Smaller standalone manufacturing projects rarely need the complexity. A tenant taking five hectares for a single factory generally does better inside a mature industrial park with services already running.

Economic zone licensing and delegated powers
The zone management authority carries substantial delegated licensing power, which shortens administration considerably. That said, projects of economic zone scale frequently require investment policy approval on capital, land or sector grounds, and the zone framework does not remove that step.

Incentives and the conditions attached

The conditions attaching are correspondingly specific: sector, location within the zone, capital scale and often employment commitments, each tested annually. Investors should model the incentive on conditions the project will actually maintain rather than on the headline rate.

Due diligence before committing to an economic zone
Because economic zones are large and developed in phases, the position of a specific parcel can differ enormously from the zone’s published profile. Four checks separate a viable site from a well-marketed one.
Master plan status for the parcel itself, including whether the functional area it sits in has been detailed or remains at outline stage. Infrastructure delivery dates for that phase, with evidence rather than assurance – power substation capacity, water supply, access road and drainage.
Compensation and clearance status, since parts of a large zone are frequently still occupied. And the administrative position: which authority issues what, and whether the zone management board’s delegated powers cover the investor’s specific approvals.
Investors who run these checks discover early that two parcels in the same economic zone can be years apart in readiness. Those who rely on the zone-level narrative discover it after committing capital, when the options are limited to waiting or writing off the deposit.
