The incentive attaches to conditions, the conditions are tested annually, and the difference between a modelled benefit and a realised one is documentation.

How zone tax incentives are earned

Two criteria families drive eligibility, and they compound. Location – projects in industrial parks, economic zones, high-tech parks and encouraged geographic areas qualify on that basis alone. Sector – high technology, supporting industries, large manufacturing, research and development and environmental projects qualify wherever they sit.

A project satisfying both, such as a high-technology manufacturer in a high-tech park, accesses the strongest treatment available. A general manufacturer in an ordinary industrial zone qualifies on location, and an economic zone project typically sits at the top of the location scale.

What zone tax incentives consist of in practice

Three components. A preferential corporate income tax rate applied for a defined period rather than indefinitely. A tax holiday – full exemption for an initial period followed by a partial reduction – running from the first profitable year, subject to statutory limits on how long that start can be deferred.

And land rent exemption or reduction, which for land-intensive projects is frequently worth more than the income tax benefit and is routinely under-modelled because it sits with a different department.

The conditions that must be maintained

This is where claimed incentives are lost. Conditions typically cover the sector actually operated, the location, the capital actually disbursed against the registered schedule, employment levels, and in high-technology cases the research and development and technical staffing ratios in our high-tech park guide.

Documenting zone tax incentives

Four records carry the claim. The certificate and any adjustments, showing the sector, location and capital the project is licensed for. Disbursement evidence reconciled to the registered schedule. Employment and, where relevant, R&D and technical staffing data for each year. And an annual eligibility memorandum confirming the conditions were met that year.

Groups that maintain these treat an inspection as administrative. Groups that do not reconstruct the position under pressure, with the burden of proof on the taxpayer.

Modelling zone tax incentives honestly

Three modelling errors inflate expected benefit. Applying the preferential rate from year one, when the holiday typically runs from the first profitable year and the preferential period is finite. Ignoring the statutory limit on how long the start of the holiday can be deferred, which for slow-ramping projects means part of the benefit expires unused.

And omitting the land rent component, which is administered separately and frequently exceeds the income tax saving for land-intensive manufacturing.

A model that reflects all three gives a materially different figure from the headline, and it is the figure the business case should carry. Sponsors who present the optimistic version to an investment committee and the realistic version to the tax authority end up defending the gap, and zone tax incentives are a poor place to have that conversation.
