What the special investment procedure replaces

The investor registers, commits to meeting the applicable conditions, and is held to those commitments through supervision rather than pre-approval.

The trade for the state is speed in exchange for enforceability, which is why the decree pairs the procedure with a financial commitment: an investor using the special investment procedure makes a deposit or submits a guarantee commitment. That is the mechanism converting an undertaking into something the authority can act on.

Which projects qualify

Eligibility is targeted at the activities Vietnam most wants: high technology, semiconductors and advanced electronics, research and development, and comparable priority sectors, typically located in industrial parks, export processing zones, high-tech parks or economic zones where infrastructure and environmental management are already established.
